陸、結語
　　整個產業的關係是非常複雜的，因為不平衡的產業關係，所以影響到圖書館、學術傳播的未來發展。技術發展的優勢是在哪一方呢？作者、使用者、還是產業？學術社群的成員既是作者，也是使用者，甚至也是消費者，可是經濟上的得利者卻是加工者。根據英國下議院科技委員會2004年7月20日的統計報告（如圖八），可以看到單一特定廠商的市場佔有率就接近30％。（House of Commons, 2004）此篇報告發表後，大家對公開取閱的前景，開始覺得更悲觀，因為大部分的主導權並不在我們身上。如果像Google Scholar（beta）的首頁上引用牛頓的話所寫的「站在巨人的肩膀上」，我們都該深切思考，使用者是站在怎樣的巨人肩膀上，朝著什麼方向前進？
